The rule

If You Cross State Lines, You Need Authority, and Authority Depends on Insurance

If you operate across state lines, you need an MC number, also known as your operating authority. That authority is not a one time achievement. It is conditional. It stays alive only as long as your insurance filings stay in place with the FMCSA.

When Progressive, or any carrier, provides filings on your behalf, they are formally telling the FMCSA that they are financially responsible for any third party damages you cause on the road. That filing is the federal government’s assurance that the motoring public is protected if something goes wrong.

Remove the filing and you remove that assurance. At that moment, you are no longer in compliance with the FMCSA.

Reinstatement is not free and it is not automatic. The fee is $80, and you pay it directly to the FMCSA online.

What changed
The FMCSA has moved registration off its legacy platforms and onto Motus, the new USDOT Registration System. Reinstating a suspended operating authority, reactivating a USDOT number, submitting biennial updates, and managing your registration profile all run through Motus now. If you are used to the old URS process, that process is gone.
